Three days ago I shared on this site leaked info that high-level managers at TSA were told mask mandates for their workers will be coming back in mid-September. The leaker said mask mandates will then be reinstated for pilots. Then mask mandates will be reinstated for passengers.

That was TSA leaked info. The plan for “pandemic number two” includes, of course, all sectors of our increasingly pathetic society.

All the Bills We Have Not Seen

At the August 9 City Council meeting, Council President Kozlowski updated the community about the proposed Council Retreat with the mediation lawyer that was to take place in September. A few things got in the way of setting a date—first off, it’s hard to make plans to get a bunch of busy people together; second, Councilor Jenna Edginton resigned so waiting until a new councilor is appointed makes sense, and third, the investigation that was announced at a special session on June 14, 2023 is not yet complete and must be in order to move forward with mediation at the retreat.

Rumors and conspiracies about the investigation abound but unless we can see a summary of the findings, the public only knows a few things.

The investigation was announced at the June 14, Special Session. If you sneezed you missed it, so I’ve transcribed it here:

Council President Kozlowski: The City Attorney is in receipt of a complaint from an employee and council has evaluated potential responses, I’d like a motion to move to the next step.

Councilor Mayerle: I move that the city engage through the City Attorney an investigator to conduct a privileged investigation of allegations made in an employee complaint and recently received by the City Attorney’s office.

Councilor Mayerle also moved that Councilors Kozlowski and Spegman be the members to work with the City Attorney during the investigation. So, we know that shortly before the June 14 meeting there was an employee complaint and that it was serious enough to require an independent investigation and that it must be complete before the mediated retreat can take place.

The City of Manzanita’s Rules of Procedure isn’t a long document at 28 pages. It’s not difficult to understand or laden with jargon or legalese like so many government documents are. It’s a pretty straight forward guide to the rules of city government and the way things are supposed to be done for all the players involved—councilors, mayor, city manager, citizens.

Chapter 10—Interactions with Staff and City Attorney isn’t even a page long, but it gives guidance to council. It also clarifies the rules of city government for the community. If you wonder about how things work like I do, it’s required reading.

Most of this page-long chapter is about how council works with the City Manager. Council, which includes the mayor, “shall respect the separation between the Council’s role and the City Manager’s responsibility by:
A. Not interfering with the day-to-day administration of city business, which is the responsibility of the City Manager.
B. Refraining from actions that would undermine the authority of the City Manager or a department head.
There’s a couple of paragraphs about requesting information but that’s it for Section 1.
The next section about the City Attorney is only a sentence long but it’s simple and direct. “Council members may make requests to the city attorney for advice with the concurrence of the majority of the Council” (p 26).

So, before a council member can contact the City Attorney, a majority of council has to agree that there’s a good reason to do so. This protects the city from incurring unnecessary legal bills. It’s a check to make sure that individual councilors or mayors don’t run up bills on the city’s tab for no good reason.

But in early February after less than a month in office, the mayor contacted her personal attorney who then contacted our city attorney starting a chain of events that has now cost the city $30,000, not including the bills for the current investigation and additional legal fees associated. Oh, and while there was always going to be a retreat, it’s now a retreat with a mediation lawyer and I’m betting it’s not going to be cheap.

When the mayor bypassed the rules and called her personal lawyer without talking to anybody on council, she put her personal interests ahead of the city’s and started the meter running on legal bills the city will have to pay. Before the phone call in February there was no executive session, no employee complaint, no investigation, no bills. Nada.

What does a reasonable person do a month into a volunteer gig that maybe wasn’t going the way they anticipated? Do they call their lawyer? Why? If there was a city problem, wouldn’t they talk to their colleagues on council first and get the approval needed to talk with the City Attorney?

This isn’t the only time the mayor has violated the City’s Rules and Procedures or completely failed to understand her role as mayor.

There were the times she published opinions in the media as the mayor and not as a private citizen.

There was the time she leaked information from the executive session about the city manager’s performance review.

There was the special budget meeting when she clearly didn’t understand where or how policy is made.

There are more instances, but I’m at 913 words. The point is this time the mayor’s disregard for rules and procedures has cost the city a whole lot of cash money.

I’ve heard from a few people who blame the mayor’s lack of experience for her behavior, but that hasn’t been a problem for any other member of council. So, to me it begs the question, at what point do we insist that the people elected to govern follow the rules and laws like the rest of us?

Ten or so years ago someone around Nehalem developed a local currency. Doing so again might be a good idea. The Billionaire Instigators are quickly getting rid of our ability to use cash; then they will have absolute control over our use of ‘money’.

It’s time to replace our roof and I would like to upgrade to a metal one for durability and improved fire safety. Hopefully I’ll add solar panels and a rain catchment system someday.

Does anyone out there have any experiences, advice, or recommendations they’d be willing to share? Suppliers, contractors, etc. I’d greatly appreciate any input!

Friends of North County Recreation District continue to sell flowers five days a week-Monday, Tuesday, Thursday, Friday, & Saturday. By gathering from different flower growers in our communities we can keep up with the demand without using too much water. Perhaps it’s time to get out there and do a rain dance! The flowers are for sale on a couple of tables next to the Manzanita Grocery & Deli in downtown Manzanita. And don’t forget the “deal day”, $5 Tuesday! Put some color on your table, inside or outside. Money raised by Friends goes to support NCRD scholarships, programs, and projects. In about two weeks Friends will be starting with the fall planted spring blooming bulb sale. We will also be selling amaryllis and paper whites. These Black Lives Matter demonstrations every Saturday in Manzanita got me thinking some more…

When I was a senior in high school I went to see Nelson Mandela speak at Yankee Stadium, upon his release from an apartheid-South Africa prison. Harry Belafante was there. Tracy Chapman was there. Richie Havens was there. I remember looking up from the field and seeing Yankee Stadium entirely filled with with black faces, something which never happened before and may never happen again. (There were a few of us whities; our faces imperceptible among the blacks from afar.)

Black Lives Matter Day in Manzanita reminded me of Nelson Mandela the other week.

We own a vacation home in Neahkahnie. On August 4th our neighbor noticed a red pickup truck, Arizona license plate VKA 4LN in our driveway using the hose. When asked what he was doing he said waiting for friends renting the Airbnb. He was told our home was not a rental and advised to leave. We arrived on the 13th to find multiple items had been stolen from the outside of our home. We reported to the Deputy Sheriff. He shared that just within the last week the numbers of calls like mine had quadrupled. They will keep information in their system, but not much to be done. Be aware. And put valuables inside.

To my Community, NCRD & the board of NCRD.

I acknowledge lashing out inappropriately during the Board meeting on Thursday. I accept being muted, I wasn’t being heard anyway.

My concerns:
A 1.7 million dollar discrepancy of stated ‘donor donations’ when those money actually included Timber revenue. This may not seem like an issue to some and it could jeopardize future grants being funded, if discovered false information is reported.

Another ‘permit’ not retained with a lot of finger pointing as to why. The reason is clear, the NCRD needs to hire an Employer Representative to oversee the pool project. Not one person, including the contractor has ever built a pool or managed a project of this size. This was suggested to the Board 3 years ago via the contractor for the Seaside School Project, he even stated ‘the NCRD has no idea what is going to come at them’. The suggestion was ignored. Interesting that the little Pine Grove project had an Employer Rep? But then Wally B did tell us all that the Board has their own way of doing things….

One funny, someone wrote to the board asking for a skate park be built near the Pickle Ball courts. Jack used good sense this time when he didn’t say what he said when I asked for a skatepark committee be formed 3 years ago which was ‘we’re building them a 10 million dollar pool, they should be grateful”! Good Luck with that skatepark!

The school swim program is 1/3 of what it was.

The NCRD operation tax levy is on the ballot in November. I have lost faith in the NCRD. I will be VOTING NO.

In this recent talk (link below), Julius Malema points out that NATO destroyed Libya, and that Libya is still in shambles today. (There are once again slave markets in Libya – more of that ‘progressive equity’! The darker blacks get sold to lighter blacks and Saudis, etc.). Getting more flowers each day, Friends of North County Recreation District (NCRD) continues to sell flowers in downtown Manzanita next to the Little Apple Grocery & Deli. Tomorrow, Friday, we will feature flowers and arrangements coming from Judith Stone-Aaen. Judith has a wonderful yard and puts lots of work into it. Judith also knows the scientific plant names (Binomial Nomenclature) of all the flowers she grows-not an easy feat, but what a talent! When Judith started arranging her own flowers, Friends had the biggest sales day of this summer. Judith’s flowers will be at the Deli at 9 AM. Get there early to get your favorite colors. Friends of North County Recreation District thank Judith for all her help. We have other flower donors I hope to bring to you in our next release. We couldn’t do it without them!
Yes, we will be selling flowers in downtown Manzanita tomorrow, Friday, also Saturday, Monday, Tuesday, and then next Thursday. Our days off would be Sunday and Wednesday. Thanks to all who are bringing us clean vases. This is a huge help and savings to Friends.

CHILD TAGS are available for you to help our Kids get a good start for going back to school. Run by the Nehalem Bay United Methodist Church (NBUMC) at this time the CHILD program will be providing children, preschool-12th grade, with clothing and school supplies. Making a positive impression on that first day of school is important to our kids-I think we can all remember this, for some of us it’s a bit foggy.
You can pick up a CHILD TAG at several places locally, the two banks in Manzanita, Manzanita Grocery & Deli, Nehalem Lumber, North County Recreation District and at the Methodist Church in Nehalem. The TAG will tell you the age of a child, sizes, and favorite colors. The TAG will also tell you what the child needs such as pants, tops, shoes, jackets, underwear, and so on.
You can return the gifts to where you picked up your TAG or to the Methodist Church in Nehalem. Be sure you call the church before you go to make sure there is someone there. The NBUMC is located on 10th Street in Nehalem, just one block off Highway 101. The phone number is 503-368-5612.
I think we all understand if you are not into shopping-getting on Highway 101 and all that. If you prefer to just write a check, please send it to NBUMC/Child Program, PO Box 156, Nehalem, Oregon 97131. Please be sure to write CHILD in the memo line. There are also jars for contributions at the registers at Manzanita Grocery & Deli.

I have a Ford Transit Van I’m converting and currently about to have the solar hooked up. I have no prior understanding of how much the solar can handle and best inverters etc I should purchase. I am a NEW local Dog walker and wanted to share this beautiful poem:-
……….Just a dog.
From time to time people tell me “chill out, it’s just a dog” or “it’s a lot of money just for a dog.” They don’t understand the distance traveled, the time invested, or the costs incurred by “just a dog”.
Some of my proudest moments have occurred with “just a dog.”
Many hours have passed being my only company “just a dog”, but not for one moment did I feel despised. Some of my saddest moments have been because of “just a dog,” and on those gray days, the gentle touch of “just a Dog” gave me comfort and the reason to get through the day.
If you also think “it’s just a dog”, then you’ll probably understand phrases like “just a friend”, “just a sunrise” or “just a promise.” “Just a dog” brings into my life the very essence of friendship, trust and pure unbridled joy. “Just a dog” brings out the compassion and patience that make me a better person.
For “just a dog” I will get up early, take long walks and look forward to the future. So for me and people like me, it’s not “just a dog,” but an embodiment of all the hopes and dreams of the future, the memories of the past, and the absolute joy of the moment. “Just a dog” brings out the good in me and takes my thoughts away from myself and daily worries.
I hope one day they can understand that it’s not “just a dog”, but the one that gives me humanity and keeps me from being “just a human.” So the next time you hear the phrase “just a dog”, just smile because they “just don’t get it”.

I applaud all who contribute to local community through volunteer hours, donations, food, public resources, city planning, health planning, housing planning, expressing opinions, all of that, everything needed to keep our little bubble intact. My reason for offering an occasional Kunstler editorial is to point out the scale of what we are up against when struggling to provide food, shelter and health to our neighbors and ourselves. The MIIC, military-industrial-intelligence-complex, or whatever name we choose to use for the voracious animal that is a hydra of unelected AND elected heads, who have driven our ship of state up on the shoals thrives on divide and pit one against another.
