Hi, My Fellow Community Members,

I am asking you to vote “Yes” on the 5-year Optional Tax Levy for General Operations for North County Recreation District (NCRD) in November. This funding is essential to continue the ongoing programs and offerings such as: Elementary School Swim Program, Childcare, Aquatic/Therapy classes, Fitness Center/Classes, Youth Sports/Camps, Adult Activities, and the Performing Arts Center.

As Coach of the TideRunners Dragon Boat Team of Nehalem Bay since 2013, I see the need for the resources NCRD provides to keep our community active and fit. Many TideRunners use the multiple NCRD venues to keep well: fitness facility, classes (yoga, spin, pilates and general fitness), aquatics and social activities.

NCRD is a hub for wellness in our community!

The tax rate in this levy has remained the same for 15 years. The levy funds the essential programs and services of NCRD.

NCRD is a vital resource for North Tillamook County contributing to the health, quality of life, and economic vitality of the region!

PLEASE vote YES on the 5-year Optional Tax Levy for General Operations for NCRD!

That’s some strange logic.

There have been 15 (or is it 20?) years’ worth of investment in NCRD based partially on the presence of the renewable tax levy. And now out of frustration with the organization (I have my own list, for sure), some folks feel the most sensible thing to do is to put that progress at risk as a way to express their frustration? This seems like performing surgery with a mallet.

Protect our investment & vote to renew the levy.

Community, for those of you who use the NCRD, or don’t use the NCRD, the NCRD is a Treasure and has the potential to be a great experience for all. CONSIDER, you’ve only had those experiences because they are unrestrictedly AVAILABLE to YOU.
If you have mobility issues, if you’re in a wheelchair YOU DO NOT HAVE ACCESS to the Pickle ball courts or onto the stage in the PAT, THAT’s not the point.

THE POINT IS, the Board and Ed will NOT EVEN ASK FOR A COMMITTEE BE FORMED to look for options! This and comments from a board member ‘I have a disability, you don’t see me asking for special favors’ and another bm’s sickening smirk ‘do people in wheelchairs play pickle ball’ indicate discrimination, ignorance and a very nasty bias against the mobility challenged.

By VOTING NO, the Board and ED will see we AS COMMUNITY are NOT WILLING to perpetuate biases and discrimination with our tax dollars!

As a Community, do we not stand for Community over our individual interests?

The NCRD will continue, there is a LOT of slush in the budget. Let’s look at why employees, REGARDLESS of hours worked, ACCRUE PTO (personal time off)?

What is not to love about North Coast Recreation District? It has great classes with special consideration for all ages. It has saved lives with swimming classes for grade school children in several generations! It is friendly and welcoming! It can be restorative with physician prescribed exercise regimen. The theater is wonderful since it’s remodel! The special attractions have been..”Special”! I’ve taken classes, helped with training for disasters, used the equipment for workouts (altho, it’s been awhile!) and been part of the “Variety Shows” with The Illusions. (Planning to revisit Black and White this Spring! Don’t miss it)!! Yes, it’s not “free”, but definitely one of the great things in our area in which our investment is worth it, assuming you decide to invest yourself in all that is offered…or just SOME of what is offered. Fund NCRD in November

After moving to Manzanita in 2004, I became aware of the North County Recreation District like many people probably do – by seeing it on my property tax statement. Having raised my children in the suburbs of Portland, I was familiar with the benefits and taxation associated with parks and recreation districts. I was quite delighted to learn that the kiddos in this small rural area had opportunity to benefit as my children had through swim, soccer, and basketball programs. As time went on, I learned that NCRD offered much more.

I visited NCRD for the first time when I attended a performance put on by students of an annual music camp. The transformation of that theatre to the state-of-the-art facility that it is now is remarkable. It exemplifies the hard work and dedication of those that have led the way at NCRD and the community that has always come through when asked to support it.

I’m not a frequent user of NCRD facilities and services, but probably like many of you, when I need it, I appreciate that it’s there. I’ve attended performances, art shows, some yoga sessions and other classes, community meetings and have rented meeting spaces. A recent visitor very dedicated to his daily workout was so pleased to use the exercise facilities for a nominal fee and enjoyed meeting some of the locals, too. How many small rural communities can provide such a benefit to its visitors?

Long before NCRD was formed, in 1930 the community cast their votes in support of school district members, city council members and funding that built and maintained the swimming pool and beginning programs. Voters decided in 1996 to establish the tax base to fund facility maintenance and program support.

In 1997 NCRD began operations to renew the life and benefits of the aging facilities. Voters continue to maintain the leadership and governance required of a special district. Choices are revisited whenever a term has expired, and candidates come forward to be on the ballot. This election is about funding and keeping this important community asset in operation at the same property tax rate we are already paying.

NCRD is part of the community fabric, including our economy, through its programs, services, staff, board of directors and the many members and visitors. In my opinion it is thriving and driving to be what the community wants it to be.

Please join me in keeping this legacy alive by voting YES for the renewal of the NCRD tax levy.

NCRD Yes!
A friend texted me to say she was confused about how to vote for NCRD. She asked, What were my thoughts? I was confused, too. So I went to the Executive Director of NCRD and asked questions about all the issues that have been raised. The Director answered each question to my satisfaction, plus gave me additional information I had not thought to wonder about. I came away reassured and certain that our beloved NCRD is in good hands, dealing wisely with inevitable challenges. I left feeling as amazed as ever that we as a community choose to support our well-being so wisely. I voted Yes. David Yamamoto, the elected Tillamook County Commissioner for Board Position #2, has given notice that he intends to resign effective December 31, 2023.

ORS 236.210(1) provides that when a vacancy occurs in the nonpartisan office of county commissioner, the remaining members of the county court or board of county commissioners shall appoint a person to perform the duties of the office until the vacancy is filled by election.

The Board, pursuant to statute, must appoint a person who is at least eighteen years old, has been a resident of the county for at least one year, is an elector, and is a United States citizen.

The board has decided that Doug Olson meets the statutory requirements and is qualified to serve as
commissioner.

This order will be discussed and considered at the Tillamook County Board of Commissioners meeting on Wednesday, 10/25/23 at 9:00am at the Tillamook County Courthouse. It is item #16 on the agenda.

As the transition into fall is upon us, darkness sets in as the light hours shrink and the rain pours. It’s not all gloom however! The colors change and an other beautiful side of the NW comes to us. My family and I have been Nehalem residents since Spring of ’07. We were delighted when we discovered NCRD. It is THE community center. From the exercise opportunities including a pool to art shows and community meetings it has been the beacon of community involvement we were hoping to find. Let’s not forget our updated and upgraded theater. I have had the privilege to act in multiple plays and have formed some friendships which will be lifelong. I could not think of a better use of our funds than to help keep our NCRD the shining star that it is.

Dear community members,

I am writing you today to both introduce myself and to ask for your help in supporting the North County Recreation District (NCRD) by voting YES on ballot measure 29-177 during the November 7th, 2023 Special Election. This is a renewal of the 5- year Operational Tax Levy and is essential to ensure funding of the existing services and programs that we all enjoy.

First though – a little bit about my family and I. We moved here in 2022 after a lengthy search for a small coastal town with good schools and a strong sense of community. NCRD was one of the first points of contact for us when we moved here – and in fact the pool and school swim program were major factors in choosing this area. While our son attended preschool at New Discoveries, we realized just how important NCRD is for us and the entire community. The memories we have made and the relationships we have formed there are precious – and the reason why I decided to run for an open board position last spring. Having the opportunity to help nourish and shape NCRD is an honor.

This levy does not present a tax increase and does not fund the new pool project. Five years ago this passed by an astonishing 72.9% – and this year with your support, I hope we are able to surpass that percentage! Please vote YES for NCRD!

Ballots have dropped – VOTE NO

Community, I’m going to be brutally blunt. Are YOU so comfortable having your own ‘great NCRD experiences’ that you will not stand and demand Equity for ALL having the same opportunities and great experiences as you?

It’s been suggested by a respected and valued community member ‘because I support the tax levy, does NOT mean I disregard others whose experiences have gone poorly….do we strip down an organization valued and utilized by so many?’’

With that I say YES, yes we do, how do we not? If the board & Staff had only recently been made aware of the issues I’d say, we need to give them a chance. Unfortunately they have been made aware of ALL THE ISSUES for years, they are out of time…

…. I too have been involved in some capacity for 15 years, an extended period. If only supporters of the levy had been attending Board meetings. If so, they too would have witnessed the board time and time again demonstrating they are not interested and/or willing to take action. IE: The board scoffed at a request to look at creating mobility access to the Pickle ball courts then stated ‘do people in wheelchairs play pickleball’? The Board declined creating a committee for looking at replacement recreation for our teens/tweens after the Skate-ramp was demolished with no consideration of the impact on them. When a request for a committee be formed, the Board stated ‘we’re building them a 9 million dollar pool, THEY should be grateful”. Grateful? The board did not disavow a board member’s comment ‘I have a disability, you don’t see me asking for special favors’, while meeting to discuss stage accessibility in the PAC. The suggestion the 5 year renewal tax may be challenged has repeatedly been rejected by stating “it passed by 74% last time”, end of conversation.

So no, nothing has been addressed and why would we believe anything is going to be addressed? Not one committee has been formed; not one ‘tabled’ conversation created; not one plan of action created, nothing.

So yes, sometimes drastic measures are required to cause ACTION.

The Mission statement of the NCRD is to promote the Educational, Recreational, Social & Physical well being of the ENTIRE North County community by offering activities for ALL AGES and ABILITIES, in an inviting environment.

VOTE NO for CHANGE

Dear community members,

Please join me in supporting the NCRD by voting yes for the renewal of the current five year option tax for General Operations. This is not a new tax; it is a renewal of what the community has already supported at the polls in the past. The NCRD is key for recreation in our small, rural community!

As Nehalem Elementary School’s principal, I see again and again how much my students and families receive from the NCRD. Our school swim program, the after school, non-school day and summer child care program, the camps and other activities …. all that supports students and their families.

As a parent, I have used the NCRD for my own children’s camps, swim lessons, Family Swim Nights, Friday Swim Nights, child care and swim team. We took family music classes and family yoga classes years ago when my children were toddlers. My own children and my whole family are better off because we have the NCRD in our community for recreational activities. We have spent many fun evenings and days there.

As a community member, I belong to the NCRD as a fitness member. I’ve taken spin and other fitness classes, worked out at the fitness center, worked with a personal trainer from NCRD, swam in the pool, and enjoyed yoga classes for years. My favorite yearly 5k race was Manzanita Beach Run back in the good old days! People came from all over to run that event! Even our local grade 4/5 girls’ running club, the S.H.E. Warriors, ran that as our first 5k!

What would our community look like without these resources for our local folks? My own family used the NCRD so much when my kids were younger. I hate the idea of not having all these ways for young families to be together and play together and get to know other parents and families. The NCRD brings people together, and gives them safe, fun, healthy activities to participate in. Families make memories there.

Please show your support for the NCRD with a YES vote. Our kids and families deserve to have the same programs that have been around for all of us for years. This is a YES vote to support children and families in our local community.

Hi North Coast Citizens,

PLEASE VOTE YES for NCRD!!

What we are voting for:
Day care for kids, upkeep for Rex champ ball field, our pickle ball courts, our Performing Arts Center, our Fitness Center, the Aquatics Program for kids and seniors (NOT for the new pool construction), and the space for a multitude of other activities and services. A misconception is that a yes vote will increase taxes, it will not! The tax rate remains the same. The tax rate is exactly what it was 5, 10 and 15 years ago.

Yes is a vote for all of the above and operational costs!

PLEASE SUPPORT THIS AMAZING FACILITY!!

This is incorrect. As I suspected and wrote on BBQ the day after the attack, the corrupt Zionists around Netanyahu let this attack from Hamas happen on purpose. They got rid of the border security (arguably the best in the world) AND let Hamas run amuck butchering and raping and murdering Kibbutz communities for hours before they sent in the IDF. (My guess is Kibbutz folks are generally peaceful and anti-Netanyahu).

The woman interviewed here is a former Israeli Intelligence official who was once stationed on the Israeli border. The interviewer is a Portland resident and former Evergreen College Prof.

Think of Netanyahu as Israel’s Dick Cheney.

Hello Community,
Full disclosure here, I am invested in NCRD.

For 42 years, I have served or participated as a volunteer, instructor, and member. During the 70’s, I enjoyed lap swimming, teaching aqua aerobics and life guarding. In the 80’s I was one of the first volunteers for the newly formed Nehalem Bay Center gym. I was on the 20-year Vision Plan Committee in the 90’s and am currently on the budget committee. Throughout, I have participated in children’s events, gym, yoga and fitness classes – so many fitness classes.

This gives me the unique perspective of someone who has been involved in some capacity for an extended period. I have seen the facility go through many changes, from under the direction of the school district to TBCC and the Nehalem Bay Center and finally the organization we have today. I’ve witnessed the ups concerning our facility and feared the downs for our community.

In recent years, I’ve been impressed with the board’s determination and ability to show growth. Along with this growth comes rising costs. Yet despite rising costs, the tax levy on the November ballot does not ask for an increase in operational tax but remains as it was some15 years ago!

I’d like to address the cut back on the elementary school swim program. It’s true the school district has cut back its swim program for this year. That doesn’t mean the cut back will continue into next year or the following years. I urge you to consider the whole picture, with an emphasis on the future.

A final note: Because I support the tax levy, does NOT mean I disregard others whose experiences have gone poorly. I have no doubt there have been some valid concerns over the years. With any organization, there are failings. We are human – humans are imperfect- we can learn from our mistakes. Do we strip down an organization valued and utilized by so many? No, we move forward, learn from those mistakes and rectify to the best of our ability.

Vote YES on the 5-year Optional Tax Levy for General Operations for NCRD.
