Word & Image ~ Now in its sixth year!
Through October the gallery will feature artwork and writing created over the summer in a response project called “Word & Image.” Each writer and each artist creates new work in response to one of three pieces submitted by their partner.

A writer might create a new poem in response to a watercolor, for example. A photographer might make a new image in response to a prose piece.

The resulting new works will be printed on broadsides, which will hang in the Hoffman Gallery, as well as published in a book.

Costs of Development

If you think business and industry will solve the financial and social problems of Wheeler, you never grew up in Ohio. Ohio courted industry.

Ohio has a 9% sales tax. Ohio’s property tax is 3 times higher than Wheeler. Ohio’s transportation costs are nearly the highest in the country. Ohio has serious environmental “brown field” pollution. Ohio has air you don’t want to breath. Industry will divorce you like a worn-out spouse. Industry will play a confidence game for tax abatement with you by holding out a carrot of revenue and then hitting you with the stick of infrastructure and social costs, and then leave when it is there time to pay.

Wheeler’s vision plan is for the well being of residents. If you shop at Costco, then you know cheapest is not best. Cost and value are two different attributes. Investing in our home is for our children and their future.

Mark Explains Manzanita Transient Lodging Tax

I’m Mark Kuestner and I’m running for Manzanita City Council. I’ve been hearing many questions about our Transient Lodging Tax (TLT). It is confusing, and I hope this helps to clarify what is collected and how it can be used.

Manzanita had been collecting 7% Transient Lodging Tax (TLT) since the 1990s, prior to the implementation of state ordinance ORS 320.350 in 2003. Because Manzanita was already collecting this tax, it is ‘grandfathered’ and we are able to keep 100% of those funds for general government purposes.

In 2012, Manzanita increased the TLT from 7% to 9%. However, since ORS 320.350 was in effect, the city can use only 30% of that new revenue for general government purposes; the remaining 70% must be used for “tourism promotion or tourism-related facilities”.

Of the 9% TLT collected from Manzanita overnight visitors:
– 7% goes to Manzanita’s General Fund (that grandfathered 7%)
– 0.6% also goes to the General Fund (thirty percent of the 2% increase)
– 1.4% goes to the Tourism Promotion and Facilities Fund (seventy percent of the 2% increase)

The Tourism Promotion and Facilities Fund was used in 2019 to cover the Visitor Center construction loan service, maintenance and utilities for the center, and the coordinator’s compensation. I support using this fund for “Destination Management”, not simply promoting tourism but managing the impacts of tourism on our infrastructure and livability. For example: to plan and construct a trails system, bike and pedestrian paths, parking lots for visitors, more restroom facilities, etc. There are options to pursue that can improve beach accessibility that may be funded by the Tourism fund; I’ll post about that separately.

I’ve heard suggestions that the TLT rate be increased to cover more of the City’s costs. However, increasing taxes on overnight visitors will not improve the City’s general government revenue picture since 70% of any new revenue must be spent on “Tourism Promotion”.

There have been attempts to update the state ordinance to change the 70/30 split, but the hospitality lobby has thwarted those efforts so far. I encourage you to lobby your state representatives to help our communities use more funds for local benefit. I also ask for one of your votes for the two open City Council positions on November 8.

NEHALEM MEET & GREET the CANDIDATES

or perhaps, hopefully, it’s of general interest to nehalem voters.

i was disappointed in our Meet & Greet for two reasons. I was delighted for one reason, as follows.

REASONS FOR DISAPPOINTMENT

1) only two candidates out of six showed up for our well-advertised Meet & Greet the Candidates on tuesday 10/18.

two of the four who didn’t show up never responded to repeated invitations from the Tillamook County Pioneer. the other two of those four had responded that they would come, but then didn’t. i would like to ask them why they didn’t come to talk to the voters, since i assume they want to be elected.

Phil Chick (candidate for mayor) and Dave Cram (candidate for the council) were the two who came to the Meet & Greet.

these two candidates, Phil Chick and Dave Cram, get my vote, not just because they showed up, but also because they were open and willing to answer our questions. phil chick showed deep knowledge of city issues. dave cram is pretty knew on the city council, and showed concern for the city and willingness to learn.

2) out of the twenty-one people who attended, 15 were in the nehalem UGB and can’t vote in nehalem city elections. only six registered nehalem voters showed up. dang, don’t you care?

REASON FOR DELIGHT

we got to know the two candidates, and we had excellent discussion about some relevant nehalem issues. the meeting was educational for many who attended.

I Support Linda Kozlowski for Manzanita City Council

It becomes more apparent to me every time I meet with Linda Kozlowski that her presence is needed on Manzanita City Council.

Before I applied for the open position on City Council in August I agreed to assist Linda with her re-election campaign. I have since attended several meetings with Linda and I continue to be impressed by her subject knowledge, professionalism, and her ability to work together as a team and compromise. With a virtually new city council and mayor I believe it is imperative that Linda Kozlowski have a seat at the table. She will enable the new Council to hit the ground running by being able to provide insight on past Council decisions and also her thorough understanding on how the City functions and the role of City Council. Linda has already been a tremendous help to me as I learn the ropes in my new role on Council.

I will be voting for Linda Kozlowski.

My Two Cents

I’m sure I haven’t read every post on here but enough to get a general sense of how people are feeling in Wheeler. I can see that people are frustrated and divided all because of a property owner wanting to build on Wheeler’s waterfront. My wife and I are raising three children in this town and want Wheeler to survive and thrive!

I served on the Wheeler Planning Commission in the past and feel that I am somewhat knowledgeable about our zoning and ordinances. Here are a couple of thoughts I would ask you to please consider. A huge part of the Mayor, City Council, and Planning Commissions’ job is to limit our town’s “litigation risk.” The reason for that should be obvious, but to state the obvious, our small town doesn’t have a lot of extra money to spend on lawyers (like thousand of small towns across this Country). How do you limit litigation risk? You simply follow the laws. Every city has rules, zoning, ordinances, etc. These are important so that one person doesn’t get to do something that someone else can’t. It’s simply about fairness and should help to prevent discrimination. The best local government is able to work “magic” by negotiating and tweaking development to best fit their town and the property owner’s “vision.” It is all about working toward that “win-win” scenario. You don’t have to view someone’s desire to build on their property as an attack on your town, or that they must be some kind of monster for wanting something different from you.

Wheeler is being sued because the developer feels that the City Council didn’t follow the law. Please think of the situation this way, What if the developer was a racial minority? African American, Latino/Latina, Arab, you pick… And people in town said, “we don’t think what you are wanting to do fits with our ‘vision’ for this town… and, it messes up the view for some of us and we don’t want more traffic (even though our town has a major Hwy running through it).” That is called discrimination and Wheeler could, and is, being sued for it. Or lets say two members on the City Council have a vested interest in protecting the two lodging businesses in town. They should recuse themselves from voting on a new proposed lodging business right? Well they didn’t. It “appears” that their sole purpose of getting on the City Council was to stop this potential motel from being built. It was a threat to their (or their partners) business interests. How can someone who owns a motel on the waterfront vote to deny someone else from building a motel on the waterfront? How was this allowed to happen? Honestly, it is baffling to me. What can happen if City Councilors are allowed to vote when they should have been told to recuse themselves? You get sued. Some would call this behavior corruption hidden under a veil of protecting “our vision.”

That’s why cities have laws that govern development. To prevent discrimination and corruption. It also helps you from getting sued and going bankrupt. That is why it is crucial to have educated and unbiased people serve as Mayor or on the City Council. You should not run for city government because you have a personal agenda, or because you want to stop your neighbor from developing their property because of their race, political affiliation, gender, etc. or because it might compete with your business or would interfere with your view. That’s the law, sorry if you don’t like it. You can talk Wheeler’s Vision document all day long but what matters are the zoning laws and ordinances. By-the-way that vision document was created by taking input from an unscientific survey of Wheeler residents. “What do you like and don’t like about Wheeler?” It was a simple barometer of how people were feeling a very long time ago (20 years ago?). It was/is imperfect. When I was on the Planning Commission I pointed out that not a single question related to children or their families living in Wheeler. The survey questions were clearly formed by a group of people in an older demographic. Yes, Wheeler has a lot of retirees. There is nothing wrong with that, but please realize that the survey had significant limitations and was intended to simply help form the Wheeler “Vision Statement.” The Vision Statement is intended to be one, of many things that help when writing the town’s Comprehensive Plan, Ordinances, and Zoning. The Vision Statement is not a legal document that you can cherry pick to discriminate against someone wanting to develop. A town has to follow land use laws or run the risk of getting sued. Yes, sometimes you will follow the rules and still get sued, but that is not the case here, unfortunately. We have a couple of biased City Councilors who voted, multiple times, who should have recused themselves. And, we have a City Council that didn’t follow the law. I believe that some of these people had good intentions, but at the end of the day, what matters is your ability to be knowledgeable and follow the law. Those are the facts, if you like them or not. LUBA has said as much and keeps sending the issue back to the town to fix it, but that hasn’t happened. If you don’t want anyone to use the Wheeler Waterfront, you have to change the zoning, you can’t just wave your finger and say “no, no, no.” You should be happy that we have laws to prevent anyone from picking and choosing who gets to live here or have a business here. It protects us from racism, corruption, nepotism, graft, etc.

All of this is why I am voting for Dave Bell and Mary Leverette. Lets please get back to responsible governing. On a side note, I know Dave Bell and he is simply an amazing person. You won’t find anyone more thoughtful, honorable, etc. An absolutely top notch person.

For those that are upset about Wheeler changing or their view being disturbed, be careful what you wish for. If Wheeler is bankrupted by this lawsuit we will become an unincorporated community in Tillamook County. We will thus fall under their development rules. They will follow the law, as they should, and approve appropriate development of the Wheeler waterfront (if you like it or not). They will also allow short-term rentals, as is allowed in all other unincorporated parts of Tillamook County. Are you or the City Council willing to pay the judgement if we lose? Very doubtful…
Lets please return to responsible governance and focus on what is important. Top of the list, saving The Roost!

Ok, here I am doing something I told myself I wouldn’t do. Which is to comment on an anonymous post on the internet. Yes, you Wheelertattletales I will take the bait.

Really? You are afraid to post your views with your name because? You suggest you would be in danger. This is just too much. We are neighbors and we are allowed to disagree. You should not feel scared to have an opinion. I wonder if you are afraid or simply want to spread rumors and misinformation with zero accountability. There are people in Wheeler who were attacked and maligned for even having considered someone building on the waterfront. That’s where the vitriol came from in my opinion. Some very vocal people characterized the situation as some kind of corrupt sell-out. You must be an awful person for even allowing this person to be allowed submit plans to build there. You must hate the environment, animals, and Wheeler. Where is all the animus coming from? I am truly disgusted by the stories of how former Mayor Stevie Burden was treated. I won’t recount them here or speak to all of the years that she dedicated to making Wheeler better for everyone, yes everyone, not you or her but everyone. I genuinely believe that and not the anonymous rumors.

I think that your post displays your anger and willingness to slash and burn for your own interests or needs.

It seems clear that anyone who acts with outrage and maliciuosness must have something personal to lose, like your view? Not sure, or maybe you are just someone who is angry and likes to be outraged by the latest thing that you find upsetting.

I would like to try and redirect viewers who are interested, but confused about what is going on, to simply read the minutes from the Wheeler City Council and Planning Commission. Yes, the developer submitted multiple plans from architects, I assume from his lawsuit that he spent a lot of money on changing his plans multiple times to try to appease some very angry people. It’s in the minutes, which I know is boring to read. Also, the minutes are a summary, I know that there was a lot of discussion not included in the written minutes. That’s unfortunate, but there is enough there to see the general discussion, votes, etc. No conspiracies.

Finally, my understanding that the meeting at the NCRD to discuss Wheeler’s water situation was public and advertised as such. Unfortunately I was busy and couldn’t attend. The idea that it was some sort of secret Lumanati meeting is laughable. Can we please stop spreading misinformation in an attempt to lobby people to your perceived side? Do you even live in Wheeler?

Sofa table or entry table: Cherry finish, 48 inches long, 16 inches wide, 30 inches tall. Three drawers. $40

Side table: Cherry finish, 23-1/2 inches long, 12 inches wide, 29-1/2 inches tall. $15 [The weird photo makes it look much longer and larger than it is. It is a small side table.]

These tables match in color, but not in style. The longer one is Queen Anne. I have no idea what the smaller one is. They were used in the same room.

Hiding for Safety’s Sake

Some people in Wheeler have no choice but to not share their name on the internet for fear of repercussion. It is sad that it is like this, but a small town can be more than ya bargained for, I guess.
Seems the same argument has been going on for a few years, with Court Case after Court Case, and 3 Mayor changes. One was an interim, but still 3 Mayors have held office since the great debacle over the land by the water has begun.
Seems if our Planning Commission, years ago, had done the right thing we wouldn’t be in this mess at all. The right thing would have been to ask the Developer to provide a true set of documents with the proper approval, like maybe….. an Architect or Civil Engineer!!!
But that wasn’t done and here we are.
Now the Old Regime wants to blame the current Council for all the lawsuits and the loss, scratch that, the bleeding of cash, for the problems that started prior to new members stepping into office a little less than 2 years ago.
Let’s look back and remember who was “running the show” when the first set of inaccurate and misleading drawings settled on the City Hall’s Desk.
Let’s ask also, why did some of those same people NOT invite everyone to the Great Meeting at NCRD last week? What secret society did you have to be a part of to be invited to that? So many of us were not invited, therefore did not show up (but certainly should have). So how is that even right? AND KNOW THIS – that was NOT the only “Secret Society” developmental meeting that happened (many people wanted to CRASH that show also-but we were kind and did not).
Final Comment
We have had the SAME water issues for over 15 years, a few of the people running that are bringing this “Water Issue” to the surface have been on Council before and did NOT think it was an issue then, or they would have addressed it! That my friend is called a SCARE TACTIC, don’t drink the Kool-Aid it’s full of chemicals!

Join us as we deep dive into the science of marine debris, complete a NOAA Marine Debris Monitoring Assessment shoreline survey, explore ocean trash as a creative prompt, use found object art as a transformative experience, and create a call to action.

**Denise Harrington is the 2022 Teacher at Sea Alumni Association National Oceanic and Atmospheric Administration (NOAA) fellow, a resident of Tillamook County since 1999, teacher, Justice of the Peace, and an avid sea kayaker. This year, Denise hopes to broaden the reach of NOAA Marine Debris resources to diverse audiences through the arts.
**Deborah Paul has been creating art from recycled materials since 2007. She has shown her work in galleries and museums throughout the Northwest. Since moving to the North Oregon coast in 2019, Deborah has been using marine debris, ghost rope and plastic trash found on local beaches to create colorful rope baskets and wall hangings. (You may have seen these in the Hoffman Gallery!) She hopes her art will encourage others to take a more active role in keeping our oceans clean.
**Allison Cobb is Senior Director of Justice and Equity at Environmental Defense Fund and author of four books, including, most recently, the Oregon Book Award-winning Plastic: an Autobiography. She regularly leads plastic-related writing workshops with people of all ages and backgrounds, at institutions from Hawaii to New Jersey.

LOOKING FORWARD FOR THE REAL WORK TO BEGIN

As candidates for Wheeler City Council, Deanne Ragnell and I are looking forward to January when we can get to the work at hand.

The “mud slinging” and mis-information is out of control and I hope to bring a calmer more positive tone to the discussion.

This past week there were several BBQ postings that you may have questions about. If so, please join us at the Coffee Talk on Friday at Handy Creek Bakery. We will be meeting from 10-11 and we can answer your questions then and also provide a forum for you to tell us what is important to you.

Selling my used pack, had it for two years and only shows small signs of wear (see pictures). I will wash before you come pick up— it’s coming from a non-smoking home. This pack is amazing for week or longer excursions with the suspended mesh it’s the most comfortable pack I’ve ever owned. Moving and just need to downsize. Retails for 325 new and I’m selling for $80. No holes, all zippers / buckles working and ready for its next adventure.

The pack is size mediun/large it also comes with a rain cover. I am 5’10” with a long torso and it was borderline too small for me.

Response to Will Stone: Manzanita City Hall and Council Elections

In 2019, Manzanita had a bond issue vote for new city facilities. The measure was defeated. Democracy in action.

Looking up and down the coast, there have been several ballot measures for much needed city facilities that have failed. Gearhart turned down a bond issue, by the same percentage as Manzanita, for city facilities in May. Seaside took a couple of ballots before a bond issue passed for building schools out of the tsunami zone. Cannon Beach is self-funding their (temporary) $5 million plus city facility build, located in a tsunami zone. Nehalem has been cutting their timber to raise funds for city facilities.

Manzanita took a few votes to finally pass a ballot measure for water filtration for our drinking water that didn’t meet federal standards. (I remember bringing water to my home to drink in the nineties.). We had a long heated debate over a bond measure to build our tri-city fire station. We had people arguing against sidewalks on Laneda! (It would destroy our quaintness, taking away the uneven dirt surface to walk on. Progress is slow.)

Listening to the ballot measure outcome, the city has moved forward looking at a smaller footprint for city facilities. Self-funding for the facilities is under consideration, which has tourist paying a larger share of the project. The Manzanita General Fund’s main revenue source is the Transit Lodging Tax (TLT). (Oregon has over 400 townships, Manzanita ranks 5th from the bottom, at $.42/$1,000 in the state for property tax rate. See www.orcities.org ) In the 1990’s, the Manzanita property tax rate was not changed by the City Manager and the Council during the allowed period to raise one last time before freezing the rate. Our property tax rate brings in less than $250,000 revenue per year, whereas the TLT brings in over a million dollars.

For the Manzanita voters that supported a larger city facility, they exercised their right to vote. One group of voters made one decision; another group of voters made another decision. Democracy at work. There is no Right or Wrong position, Mr. Stone, just a difference of opinion on how to grow our community.

Mr. Stone references the citizens petition submitted to the city to keep the dilapidated building now located at Underhill to ‘remodel’. Mr. Stone is all about the overwhelming vote on the bond issue making a statement by registered Manzanita voters but fails to state that about half of the 260 signatures submitted on the petition were Manzanita voters or about 25% of the current registered voters. This, Mr. Stone, demonstrates an overwhelming majority, 75%, of registered Manzanita voters do NOT want the old falling down building remodeled.

The city listened to the majority on the ballot measure despite Mr. Stone’s unfounded comment. But apparently Mr. Stone prefers to ‘stir the pot’ implying that two of the candidates running will ignore the current work that is progressing. Based on what facts Mr. Stone? Quit pushing divisiveness in our community.

Citizens of Wheeler: Please stop. These back and forth attacks on each other are not solving any issues. They serve only to further divide us.

Ms. Thomas, please know that your mention of my name and your opinion of who I am or what l stand for both were rude and defamatory. I have never
met you, nor had a conversation with you.

If you want to know about me, just ask. As I am a private citizen, neither you or anyone else has a right to defame me, especially on the internet.

Let’s work on this one fact: Wheeler is in a financial
crisis and is well on its way to losing its ability to remain incorporated. Regardless of who thinks who is to blame. This is all of our problem now.

There are some brilliant minds in this town. Let’s use them together to make sure Wheeler
continues to be viable and lets do it with some integrity.
