Manzanita’s Budget: A Look Behind The Numbers

The past few years have brought many changes to those who call Manzanita home. One means to measure our quality of life and community health can be found in the Budgets which support our City services. Here’s a snapshot of what our Budgets are supporting  since 2021.

A 103% increase in Personnel Costs of City Hall staff. $410,552 to $832,500. Our City Manager’s annual salary and benefits alone are over $230,000. This is almost double what former City Manager Jerry Taylor, with 20 more years experience as a City Manager was making when he retired in 2018.

A 200% increase in Water Utility Billing Administration costs. $16,687 to $50,000. For this increase in service cost you receive higher water rates and a reduced monthly base water allotment.

A 57% increase in Personnel Costs for Police. $519,374 to $816,000.

A 36% increase in Indirect Cost Transfers from the Water Department to City Hall Staff for their  administrative support. $157,348 to $214,020. To those residents that took the time to respond to the survey on their preference to see more of their monthly water fees remain in the Water Fund for projects, the Council’s response was we’re not interested in what you want.The City acknowledges that once these revenues are transferred to the General Fund, they get spent for things unrelated to the operation of our water system.  When asked why these costs for City Hall staff support continues to increase each year, not a  single example of why the workload continues to increase can be provided.

A 20% increase in hiring of Full Time employees. Despite the hiring surge, citizens routinely report phone calls not returned and emails unanswered. City Hall staff are apparently so busy that once our new City Hall is open, it will still be on restricted access hours to the public.

A 794% increase in Tourism Promotion. $110,174 to 984,890. The Council’s goal to turn Manzanita into a year round visitor destination and keep the Short Term Rental money machine humming along must seem to be a major success for City officials

Speaking of those visitors, our City Manager falsely claims that they pretty much pay for all of our infrastructure. City Budgets tell the true story.

Since 2021, not a single Transient Lodging Tax (TLT) dollar from the General Fund has been transferred to the Water Fund for infrastructure development or maintenance needs for our water system.

Expenditures to maintain our parks infrastructure actually declined from $56,130 to $29,500. And whatever happened to the development of the new park that was used to justify purchase of the Underhill property and of the walking trail system that seems to have disappeared from any funding efforts?

Visitor TLT revenue transferred  to support our storm drainage infrastructure amounted to approximately 2% of total TLT revenue collected during this time period.

And those thousands of visitor vehicles that substantially contribute to the wear on our streets, approximately 6% of total TLT collections during this time period went to support our street infrastructure. Expect to soon hear that our Council will be proposing to fix that problem by charging full and part time residents a monthly Street Utility Fee which will be added to your water bill for street maintenance.

This Budget also provides the fiscal support for the Council’s new Short Term Rental policy. After years of discussion and hand wringing, the Council concluded that the path forward for improved community and neighborhood livability was allowing the number of short term rentals in our neighborhoods to continue to increase.

In 1961 President Eisenhower warned the country about the dangers of the Military Industrial Complex, particularly the influence of the military and defense industry on government policy makers. These past few years have brought to full bloom the dangers to residents of our local Short Term Rental City Government Complex. For the past 30 years, City officials have obediently put lipstick on the STR pig and told us that our community had no choice but to increase rentals in our neighborhoods and to be grateful to the visitors who filled the City coffers with rental revenue to keep the City functioning.

The winners and losers in this tragedy are easily identified. Full time and part time residents have lost a quiet residential community once filled with children, working families and seniors simply wanting to live out their lives in quiet peace.The Short Term Rental interests aided by our public officials and their fixation on ever increasing revenue collection are the winners.

As a resident, has your quality of life and satisfaction with our City government improved in proportion to the ever increasing costs of City services noted above?

I would have urged citizens to share their thoughts on these matters with Councilors during one of the Coffee with Councilors sessions. Unfortunately, other than a few Manzanita Club members no one is attending. Citizens have concluded that sharing their thoughts is a waste of their time. One thing that citizens can do is remember the names of those Mayors and Councilors who made and are continuing to make the decisions that have brought us to this unfortunate place in Manzanita’s history.

We are headed to Nehalem this Saturday, June 21, for our PROTEST Event from noon to 2 PM. Please join us! Last week’s PROTEST in Manzanita was a huge success, with over 400 people attending the “NO KINGS” PROTEST. Many attendees were from out of town, but if they hadn’t been here, they would have been PROTESTING at home. 

Some people have asked to be removed from my list because they didn’t agree with me. I respect their decision and have done my best to update the list accordingly. If you still receive my emails despite requesting removal, please let me know again. Thank you for your understanding. 

 

The weather report is calling for a 70% chance of rain. Please don’t let that stop you! Dig out your rain gear Be proud to join many others PROTESTING the direction our National Government is taking us. 

  • Bring layers of clothing, bottled water, something to eat, and a sign if you have
  • A chair is certainly useful.
  • Raingear and umbrella might come in very handy.
  • Invite your friends, family, and neighbors to join.
  • Email 10 people on your contact list about the event.
  • If you can’t come, please drive by and honk!

 

You’ve been so generous bringing food for our North Tillamook County Food Bank (NTCFB) located in Wheeler. Thank you very much! With school out, it’s even more important to ensure no one—especially children—goes hungry. Collection boxes will be on-site in Nehalem. 

Our PROTESTS have been very PEACEFUL, and we want to keep them that way.  Please walk away if anyone tries to engage in any negative way with you.  We are PEACEFUL protesters and do not endorse verbal or physical abuse of any of our people. We want the attention to be on our cause.  

We need your support! Let’s make this PROTEST even bigger than the last one in Nehalem. See you in Nehalem!

Free Concert in the Park, Sunday June 22nd in Cannon Beach

On Sunday, June 22nd we welcome Lorna Baxter and her lovely jazz, blues and soul band for a free concert in the park.

The concert, produced in partnership with the Music Performance Trust Fund, is a celebration of Juneteenth’s News of Freedom.

The free, family friendly concert, in Cannon Beach’s downtown city park, begins at 5:00PM. Attendees are encouraged to bring blankets, low-backed chairs and fully stocked picnic baskets. Dogs, Frisbees, soccer balls and the like are welcome too.

The park is located in downtown Cannon Beach, northeast of the Chamber of Commerce at 2nd & Spruce.

Making Visible the Invisible: A Community Conversation about Death and Dying. Applying the values of Acceptance, Belonging, Connection, and Legacy, Death Cafe is a co-generational gathering that aims to create a comfortable and open space for people to gather and discuss topics related to death, dying, and mortality and all that it is to be human navigating the most profound transition of our lives. It provides a platform for individuals to share their thoughts, fears, and experiences surrounding death in a supportive, non-judgmental, and safe environment. Adhering to Death Cafe’s mission, participation is free, although contributions are accepted at the cafe to cover the costs of space and supplies.

Howdy.

We’re looking for a spot here in Nehalem Bay to moor our little bay boat for the summer / fall. Long term and ideally, we’re looking for a spot to rent annually right here in Nehalem, but are open to the entire bay / estuary for now. The boat is 15ft, so not too large.

For those who don’t know us, my name is Justin Bailie and my wife is Ashley Mersereau and we live here in town (Nehalem). We both grew up in the area and have a small shop here in town (Wild Coast Goods).

Concerning the use of a dock, we’re both very respectful and responsible. Looking to rent space for a going rate and/or if there was a need, I’d be happy to work out a trade situation with my photography if you had a vacation rental and needed imagery, etc. You can see some examples of my work in my signature below.

Annual Book Sale July 5 Rockaway Beach Library

The Friends of Rockaway Beach Library will hold their annual book sale on Saturday, July 5, 10 am – 3 pm at 120 N. Coral St, Rockaway Beach. Paperbacks are $1 or 8 paperbacks for $5. Hardcovers are $2 or 6 hardcover books for $10. CDs and DVDs are $1 or 8 for $5.

All children and young adult books are $1 each.

Movie: Targeting Iran

Many in MAGA do not understand why the Iranians stormed the American embassy in Iran in the 70’s, yet they are still citing that event as a reason to go to war with Iran.

The CIA used the American embassy for ops when they overthrew the Swedish-educated democratically-elected fiercely capitalist Mosedegh in 1953. All Mosedegh wanted was a bigger cut of IRANIAN OIL, 25% I think. British Petroleum, who built much of the oil field infrastructure thought that too high, so the CIA and M16 overthrew Mosedegh and installed The Shah, a brutal dictator whose family Israel and Trump want to put back in power.

The CIA was still using the embassy as a base for ops in the 70s, the Iranians found out and stormed the embassy. I would do the same thing stateside if that happened here.

This and much more is addressed in my feature documentary Targeting Iran, which largely came about after Chuck McLaughlin of this website brought the author of Targeting Iran the book to the NCRD during his book tour. I met him and made the film with financing from an Egyptian/Australian whose family started the New Wafd Party in Egypt as well as the Bank of Cairo, before they were exiled from the country.

It’s vey encouraging to see good anti-war Christians like Tucker Carlson, Candace Owens, Steve Bannon, Dave Smith, Russel Brand, JP Sears all giving Trump serious hell for even considering attacking Iran, a country that poses zero threat to our national security.

Two days ago DNI Tulsi Gabbard, who’s appointment I cheered, opined that Iran DOES NOT have a nuclear weapons program. Trump simply said “I don’t believe her.”

MAGA needs to keep the pressure on Trump to stay the hell out of Iran.

We’re Walnut Studiolo on Hwy 53, we founded Artisans Cooperative, an online co-op alternative to Etsy. North County was built is on cooperatives! Tillamook County Creamery Association of course, but also the Mohler Co-op Grocery and the Grange halls. But not many know a lot about starting new cooperative businesses today.
Start.coop is an NGO whose mission is to scale the cooperative business model. They received a USDA grant to help you workshop your cooperative business idea. We went through their Accelerator program for Artisans Co-op and also their free online on-demand course, Lean Co-op. We’re big fans and Valerie was an advisor to the Spring Rural Incubator.
Applications are now open for the Fall Incubator Program. This is a free, 8-week, virtual/online learning program with one-on-one advisors and classrooms to help you explore and develop your cooperative business idea, as well as $1,000 to help you get started.

IRAN

A little history:

In 1953, the CIA and British intelligence orchestrated a coup d’etat that toppled the democratically elected government of Iran. The government of Mohammad Mossadegh. The aftershocks of the coup are still being felt. This was the first time that our government interfered in another countries government. We do it all the time today. Regime change it is called and in my opinion, this is very wrong and causes lots of problems everywhere that effects he world in a negative way. We are the ones instrumental in putting the religious extremists in control of Iran. What we did ended up replacing a modern government with the religious extremists in today’s Iran.
So now a war will ‘fix” things? How many people killed?

It’s hard to believe, but we’re almost 1/3 of the way through the farmer’s market season. This Friday marks the summer solstice, which is the longest day of the year. Many people call this the start of summer, but from a farmer’s point of view summer is already well underway. These long days are exhausting and beautiful for our local growers, as they work hard to keep grass mowed, crops weeded and trellised, and (believe it or not) start to prepare for winter plantings.

The weather has been kind to our farmers recently, and each week we’re seeing new crops at the market. Cherries are well and truly here (and so juicy and sweet)! The earliest blueberries are here, along with raspberries and strawberries. I saw peas, cauliflower, and zucchini at market last week, and I hear word that there will be at least a few cucumbers this Friday. My personal favorite vegetable, basil, has joined the party, and it will just get more and more abundant. I’ve been making strawberry basil smoothies this week and it’s my new favorite thing!

For those of you chomping at the bit, tomatoes and peaches are still weeks away. But there’s so much amazing early summer produce to be had in the mean time. This is a great time of year to experiment with something you haven’t eaten before: ask our friendly farmers how they would prepare something you’ve never tried!

And as always, it’s not just about the produce. We’ve got preserved foods like pickles, jams, and dried fruit. We have goat’s cheese, smoked salmon, pasture raised meats and eggs. We’ve got hot prepared food, baked prepared food, packaged prepared foods, and fresh roasted coffee. We’ve got jewelry and textiles and candles and pottery. This week we are joined by KMUN Radio, the 4th of July Parade committee selling posters, and NCRD with kids’ activities. We’ve got live music and face painting!

Music this week is by Eric Sappington. Eric Sappington is a singer, songwriter and visual artist. He is a self-taught musician that plays 6- and 12-string guitars and harmonica. He has written and performed his own music for over 25 years – creating over 500 original compositions in various musical styles. He is the band leader and creative force behind MERCURY COAST. Eric’s visual art can be found on Instagram at ericsappingtonart.

While the BBQ was offline I filled most of the delivery slots last week (sorry!) but will have a couple of quarts of the raw “wild country clover” honey (it’s delicious) – $28 each – and a couple of the raw Oso Yaquina Blackberry honey -$30 each as well – but it would be best to text Jeff right away (208-424-0042) as I’m getting things ready this evening for an early departure to north Tillamook County – deliveries will be in the early afternoon hours – cash or your good check preferred – next visit will be in mid-July…JW
