We come down to it! Please send each councilor and the mayor an email [https://ci.manzanita.or.us/city-council/] urging them to vote to build Manzanita
a new city hall, and to fund it so that construction can start as soon as possible.
Each month of delay now costs the city about $20,000 ($240,000 annually)

Manzanita City Council will vote this week on whether to move ahead to
Build a new City Hall. If they vote to go ahead they will then vote to move
To Phase 2 of the project, including how to fund it. Here’s a link to the City Council

I favor the State of Oregon’s loan that City Manager Leila Aman
outlined over the last month or so. It has a really low interest rate, an efficient and speedy application process, and will be funded mostly from Transient Lodging Fees. It is a win-win all around. It’s the most bang for our buck.

At the June council meeting next Wednesday June 7 our counselors will vote yay or nay to enter phase 2 construction of the new city hall. I personally hope it is a firm NO. A town of 620 residents does not need to spend 6.5 million, plus interest and land costs on a city hall. The city could have bought a plush million dollar house for city staff to use years ago. And some of us are disappointed that the mold first discovered in 2017 was not cleaned up at the time saving us from this current costly situation. Such negligence is disgusting. Next, why is our mayor and city manager at war? (Just watch the facial expressions of our CM in the 2023 recorded council sessions and workshops) Also, why is a counselor who has been involved for 20 years constantly shutting up newly elected Mayor Deb Simmons? What exactly is getting in the way of the mayor, councilors, and city manager working together? It is time to move away from the group think tank of old which brought us STR’s, poor zoning, unbelievably low System Development Charges and greedy building everywhere. How about Council introducing some term limits, please? And whoever is sending hate mail, STOP IT!!
The current city manager told me when she was first hired that we would get a NEW city hall because SHE did not believe in rebuilding (had been there done that). She also mentioned that probably no one would be happy with the new city hall because it would be so compromised. Okay, folks, I don’t want a 6.5 million compromised city hall complex sitting down at Underhill paid for by STR’s. Councilors, it is time to put the old thinking away,
climb out of the old group think tank, rock the boat, and show some fiscal responsibility. Maybe you could follow the repeated suggestions of Mayor Deb Simmons and look at various grants available, as well as other revenue sources. Last week while pouring through the enormous public records request made by Deb Tinnin (not the mayor) I saw two e-mails from Brian Knight of WRK Engineers, Inc. suggesting that the city apply for grants to upgrade the current police station, right in the heart of town.

Frank Squillo has previously directed two Riverbend Player’s productions, ARSENIC AND OLD LACE and last December’s IT’S A WONDERFUL LIFE: The Radio Play.

He serves as VP of the Riverbend Player’s board of directors and is the Chair of the Marketing Committee.

Frank’s next project is directing the holiday classic A CHRISTMAS STORY in December.

Frank and his husband Patrick (set designer for 12 ANGRY JURORS) live in Manzanita with their daughters Ellie and Colbie and their dog Jingle.

Frank & Patrick are the owners of Wanda’s Cafe + Bakery and Frank is also the Vice Chair of the Manzanita City Planning Commission.

Tempers flare as the eleven jurors try to convince the 1 dissenter to come to their side.

However, as the evidence is re-examined, new uncertainties come to light, forcing everyone to honestly question whether there is some measure of “reasonable doubt”.

Tillamook Estuaries Partnership (TEP) has been awarded funding to implement natural resource and green infrastructure projects through the Bipartisan Infrastructure Bill. We need help overseeing these projects at our office in Garibaldi, OR. We are adding a third position to our habitat restoration project team!

Manzanita – Enclave for the Rich?
When Manzanita’s City Manager said at a recent Budget Meeting that employees can’t live in Manzanita because the average house costs $850,000, I began to wonder about the source and whether it was accurate. That and comments by others give the impression that Manzanita is a wealthy enclave and by extension that expenses and increases in taxes and fees are of little importance to the well-to-do living here or having second homes here. I doubted that.
Tillamook County’s Assessor office sent a report to me on the Assessed Value and Real Market Value for every house and lot in Manzanita.
The report included data on 1493 residences with an average value of $799,000, a little different than the City Manager’s report.
Beyond that, averages can be deceiving. Here is a histogram of each of the housing data points for the real market value of homes in Manzanita. It shows a distribution skewed to the left with a few expensive properties bringing up the average. The standard deviation is $380,000 with 66% of houses between $420,000 and $1,180,000 and 95% between $40,000 and $1,560,000.

The median(middle) housing cost turns out to be lower still. Looking just at housing after eliminating motels and retail stores, the value of the middle house is $690,000, 20% below the $850,000 assumption. Fully one half of the houses are below that level and one half above that level. Not addressed are how long homes have been owned, the purchase price and related mortgages all of which affects the situations of homeowners.

Housing costs are one measure. Incomes are a another of Manzanita’s wellbeing.
According to Experian, GfK Mediamark Research and Intelligence LLC, Vintage 2020, Dun and Bradstreet, Applied Geographic Solutions, and Alteryx, Inc. demographic studies, the following describes City of Manzanita and Oregon incomes:

This shows that our wealthy enclave has lower incomes than Oregon as a whole and that many households are operating on tight budgets.

So with the recently passed Nehalem Bay Health District Bond measure passing, this will add 37 cents per thousand dollars of home assessment for up to the next 26 years, many households do notice the cost. Thirty seven cents sounds affordable, but most homeowners will pay $2000 -$6000 toward the assessment during the next 20 years. Voters approved it. Budgets will endure the annual 3% increase in assessed value for regular property taxes and food and energy inflation of the last two years. Many people and their household budgets notice the pinch.

The points are three:
– Manzanita residents have a broad range of incomes and housing values. We are not all the same.
– City Council should not assume increased water fees, possible new street utility fees and tax levies do not matter. They do matter and they really matter for many residents.
– If we are to be paying possible cost increases for water charges, street utility fees or a new City Hall, we deserve an opportunity to vote on the increases.

Is Manzanita an enclave of the wealthy? Hardly. We are more an enclave of the pretty much like everywhere else.
In the tight economy facing us, I wonder if the City Council will reduce expenses or staffing to offset cost increases? It does not appear so. Many citizens are dealing with tight budgets by making reductions elsewhere. Is City Council doing this? Or is it simply passing along more and more expense to its citizens?

Hello everyone, I wanted to give our story of our newly purchased small STR in an unincorporated area of Nehalem, placed in the hands of the voting community. After reading a lot of the email comments it’s very soul wrenching to witness such anger & venom towards STR owners. My wife is an emergency room nurse saving lives every day in 12 hour shifts & I have worked in kitchens since I was 13 years old in Europe. I’m now 57! We have saved & put every penny into our STR home. I have never done any remodeling or tiling but to save money I studied, you tubed, tiled, floored, gardened, painted, fenced, every day throughout the winter months and yesterday just put the finishing touches to hopefully begin renting to visitors. I want our guests to have an incredible experience in our area, promoting all of the local Stores, restaurants, bakeries retail shops etc. I have visited all our neighbours and hosted a barbecue ‘thank you party’ for them and anyone who had helped advise & support me. My name & phone is Posted big & bold outside the home and if anyone should have any disturbance, I will be 100% accountable & immediately involved. I will monitor all of the incoming guests to make sure they are the right fit. This is not about greed or disregard for my community of which many write! This is my only income! My body is broken from too many years serving in the hospitality industry, I am 100% involved in making my home work in the community. So please all you ‘haters’ out there, please take into consideration folk such as myself & wife. Please vote for this regulation to pass so we can continue respectfully with our STR business & fine heavily those owners who do not respect the unincorporated areas so everyone is held accountable. This is Nico Lopez’s first time appearing on stage in any production of any kind. Nico is a Neah-Kah-Nie High School Senior and works part-time at Wanda’s Cafe + Bakery.

MEET THE RIVERBEND PLAYER’S CAST FOR THE PRODUCTION OF ’12 ANGRY JURORS’: MARK BARTROM
Opens this Friday, June 2nd, in Nehalem at the NCRD Performing Arts Center.

This is Mark Bartrom’s 5th production with Riverbend Players, last appearing as the angel Clarence in IT’S A WONDERFUL LIFE: THE RADIO PLAY, and prior to that as Rev. Harper in ARSENIC AND OLD LACE.
Mark is also a member of the Riverbend Player’s board of directors and is active in set building, set strikes, and many aspects of our productions.
Mark and his husband Robert moved to Manzanita in early 2021 and describe living here as living in paradise.
Mark wanted to be back on the west coast again having left southern California 16 years ago.
12 ANGRY JURORS
Based on the award-winning movie 12 Angry Men starring Henry Fonda.
On a hot summer day after a lengthy trial, a jury must decide whether a 19-year-old man is guilty of murdering his father.
The jury votes 11-1 that the man is guilty of the crime, but the law requires a unanimous vote by all 12 jurors to pass judgment.
Tempers flare as the eleven jurors try to convince the 1 dissenter to come to their side.
However, as the evidence is re-examined, new uncertainties come to light, forcing everyone to honestly question whether there is some measure of “reasonable doubt”.
