NCRD Board Position #2
in particular, hello to those who reside within the NCRD district boundaries and are eligible to vote for new or incumbent board members.
Erin Laskey-Wilson is running for board position #2. I am very impressed with her positivity, that she appreciates what NCRD offers to our community, and wants to be a part of enhancing those offerings. She doesn’t want to “fix what is broken.” Because she doesn’t think anything IS broken (and neither do I!)
I like it that she has been participating in NCRD programs since she was a child. I like it that she and her husband are members of the fitness center. I like it that all three of their children attended New Discoveries Preschool, that they now benefit from the school swim program and after school sports.
I am copying and pasting her campaign statement below and you can see how positive she feels about NCRD.

“As most of you know I’m running for NCRD board position this May, and I wanted to give you all a little bit of insight on why!
First off I love what the NCRD brings to our community! It’s been such an awesome source of pro-activeness for all of us. From senior swim to Easter egg hunts, the NCRD has been a part of all our lives. I grew up learning to swim there, and taking basketball clinics in the gym. My husband and I are now members of the fitness center and our 3 children have all attended (one currently attending) New Discoveries Preschool. Now all three kids take swim lessons at the pool and participate in NCRD sponsored sports.
As a board member I would like to see our youth programs strengthened and continue to build what the NCRD already offers the community with working families in mind.
I’m also a self employed parent, and would bring a perspective to the board based in fiscal responsibility and self-motivation.
My family has lived in the Nehalem Valley for four generations now. Fun fact, my grandfather actually went to grade school in that building! Because of these deep ties I like to think I understand very well what the goals and aspirations are of the people who live here. North county has an amazing tradition of looking out for one another, and it’s what built the NCRD! If I’m elected as board member my goal will be to continue that tradition! Pay Attention and Vote!
The ultra-conservative political movement to take over elected boards across our state and nation is gaining traction in Tillamook County. Next week, ballots for the May 16 election will arrive in our mailboxes. While usually this “special district” election consists of candidates running unopposed for positions in sanitary districts, water districts, fire boards, and school districts, this year is very different: the majority of board positions in our county school districts are contested. Three out of five Tillamook Bay Community College (TBCC) seats are contested, and for voters in north Tillamook County there is action going on in elections for the Boards of the North County Recreation District (NCRD), the Nehalem Bay Health District, Neahkahnie School District and the Tillamook County Transportation District.
Who are these new candidates, and what has inspired them to run? You can get the flavor of many of the candidates opposing incumbents here through the website and Facebook page of We the People Tillamook County which states: “Get involved in your community! Stopping tyranny at the local level dominoes to the federal level. Hopefully this forum will provide what has so far been missing, which is an open and transparent statement from these new candidates about their beliefs and goals. If they object to the current mission of our schools or a special district, we need to know that. We want candidates that have put in the time and energy to attend board meetings, learn first-hand about the work of these organizations, and demonstrated in their public life that they are respectful of all voices. What values guide these new candidates? Have they been regularly attending these meetings? Are they experienced in the field? Are they dedicated to respectful behavior?

Since building a home in Manzanita twenty years ago, I’ve seen inflation increase 65%and an increase in Tillamook County property taxes of 76%. Some of the increase is the result of property tax levies both local and county wide for special interests such as Library, Tillamook County Bonds, School Bonds, Tillamook County Community College, North County Recreation District (Pool).
Meanwhile Manzanita City staff has increased 78% from 9 to 17.
There’s more property tax increases on the way with growing needs for streets, water, storm sewer, water tower repair, heath building.
Meanwhile resident population has remained about the same and short term rentals(STR) have increased dramatically, accounting for up to 65% of the city budget. Past City Councils did not use STR qualification rules strictly in order to add more STRs to further expand revenues.
The higher ups say property tax increases are restricted and STR funds have therefore become a primary source of funding the City.
As a regular resident citizen, it seems like the tail is wagging the dog. All the increased revenues support short term renters while the atmosphere of a nice village is being ignored.
City higher ups wanted a new City Hall building. The first overly large and expensive plan was voted down by voters by a 68% margin. And the City of Manzanita has been raiding the water fund to pay for consultants and loan debt to purchase the Underhill property.
Basically, our City Council has not been financially prudent. They are volunteers. They are well meaning. Fortunately, in a narrow sense, they have to balance a budget. But they don’t seem to care where the money comes from or the opportunity cost of what is sacrificed in the process. Their decisions unwittingly are inflating future taxes by
– Transferring water funds through a manufactured consultant process to apply water funds to current uses. This virtually guarantees future water sewer rate hikes and other new monthly utility fees.
– They’ve encouraged development while not making developers carry the full weight of the costs of their developments. System development charges were not regularly increased for years and the effects of short term rentals on parking, neighbors, police , trash were ignored.
– Taking on largely unnecessary City Hall project, the City didn’t keep the building from leaking so mold developed. So the higher ups decided it was better to indebt the City $10 million or more than properly maintain a city building. The plan was justified as a move out of the tsunami zone when construction at the old City Hall site was already out of the tsunami zone. Frankly, I think we should have maintained the building and saved money for true infrastructure needs for the citizens.
Like many public projects, somebody gets an idea and then manipulates parties to justify it. The Underhill site was originally pitched to renovate the existing building as City Hall. Once owned, the building was deemed unusable and a new dream for a new building was hatched. That few need to go to City Hall, especially at a commercially useful visible site is never debated. Meanwhile, the higher ups overpay for Underhill, raid every source of funds, handcuff City financing and virtually guarantee future tax increases and new fees for services.
So when I read “Why is The Water System Building Our City Hall” I thought I found a fellow canary in a coal mine. The author will be criticized by some and ignored by the higher ups. The City calls him dangerous. But he is correct and when taxpayers realize what has been going on, it will be too late.
Fact is, I suspect, many City Council members and City Managers, have an selfserving view of city revenues and expenses. Projects are approved on an ad hoc basis and any source of money will do. Reductions in City staff or expenses to save for future needs? Well that just doesn’t happen. One day the chickens will come home to roost. Meanwhile, the higher ups will congratulate each other on slipping another $191,000 in water funds or $500,000 in timber sales past the public.
Bottom line is we will probably get a City Hall we didn’t need , the City coffers will be depleted and City Council will seek higher taxes and fees for the projects they did not reserve revenues to fund. Sorry to see this happen in our nice little village.

Cough Expectorant
I recently had a respiratory virus for which i took an over-the-counter chest expectorant “Mucinex,” to be taken every 12 hours.
I had to buy a box of 100 because that was all the pharmacy had on hand. I used only 10 of them. The box has a 2-year pull date and i will NEVER use them up in that time period!
Is there anyone out there in bbqland who would like some of them. They come in sheets of 20.
