At this special meeting the Local Contract Review Board for the Nehalem Bay Health District will consider the adoption of written findings in support of an exemption from competitive bidding and authorize a contract using the Construction Management/General Contractor (CM/GC) alternative contracting method for construction of the Nehalem Bay Health Center and Pharmacy.
Written requests for a public hearing on the decision may be submitted in writing to Nehalem Bay Health District, 278 Rowe St. (PO Box 6) Wheeler, OR 97147 prior to the meeting.

Now, I want to talk a little bit about anger. Anger is a normal, very valid emotion, that comes with grief and loss….. especially with unexpected and unexplainable loss.
Anger needs to be felt, to be expressed, to be witnessed, to be released…..
There will be a Sacred Scream Session on Sunday morning at 9 AM, on the beach. We will meet on the end of Laneda, in Manzanita
Please join us, to scream, to cry, to wail- to release some of our anger…..within a safe, supportive and loving container.
Sacred scream session starts at 9AM Sunday, the 24th, at the end of Laneda – the studio will be open immediately after, for tea and community
And Rising Hearts Studio will be open and available as a safe space for our community indefinitely- if I’m in the building, door is always open to you

I plan to continue offering Rising Hearts Studio, as a safe space to be, for those that need it, for as long as needed. The doors of the studio are wide open. Please come to sit quietly, or cry, wail and scream, or share stories, or have some tea, be with others, receive hugs, whatever you need.
We were able to coordinate to have a counselor here today, Thursday, from 1-4PM, and tomorrow Friday (time TBD)
Shock, anger, sorrow, sadness, denial, depression ….pain
All of it is valid, and needs to be felt
Please be gentle with yourself and everyone you meet….

I don’t even know what to say, except that I am so sorry for his wife and parents. My heart cries for you.



Perhaps Mayor Simmons took seriously her responsibility to not engage in “serial communications”. A serial communication according to the State Attorney General is where ” A governing body risks violating meetings law through a series of private communications, even if a quorum isn’t involved in any single communication. We recommend that members of a governing body should not meet in private to discuss business, or exchange private communications about business, even if those involved constitute less than a quorum. Such a gathering creates the appearance of impropriety, and runs contrary to the policy of the Public Meetings Law, which supports keeping the public informed of the deliberations of governing bodies. ” Oregon DOJ on Public Meetings.
Translation: In Manzanita, less than a quorum means two Council members. Those two members of the City Council are not to communicate in person, by phone, text or email to discuss City business.
Prior to Mayor Simmons, a dissenting opinion or a no vote on an item of City business was unheard of. Has anyone else gotten a sense that over the years that decisions appear to have already been made before a Council discussion and vote? I wonder if you could find a single Council decision that had a less than unanimous vote in the past 15 years of Council meetings. Makes one wonder how such unanimity is possible for all of those Council decisions.
It would appear that in our city, attempting to follow the law or asking questions to better understand how the City operates puts one at risk of both criticism and investigation.
The now released acknowledgement of the expenditure of at least $139,000 of public funds for this report on the investigation of Mayor Simmons is a public record. The public interest in knowing how the Mayor acted inappropriately in her duties outweighs any reasonable claim by the City of a compelling need to refuse to disclose its findings and release the report.
