Nehalem Bay Health Center and Pharmacy Update

What to expect this week:
• Final corrections
• Elevator inspection
• Final cleaning to be completed

Major milestones on the project:
• Landscaping complete
• Lighting controls programming complete
• Final punch lists generated

About the new Health Center and Pharmacy

• The new Nehalem Bay Health Center and Pharmacy, in keeping with the Health District’s contract with Bremik Construction, will be substantially complete on September 8, 2025. Some equipment installation and “punch list” items will be completed during the remainder of September with the Health Center receiving patients on October 8.

• On Saturday, October 4 at 1:00 pm the Health District and Health Center are planning a formal dedication of the new facility. Please plan to attend, enjoy refreshments and tour the new facility.

• This community-centered project, aimed at improving health and senior care on the north coast, stands to be one of the most significant health care projects in Oregon in 2025. Thanks to so many who have contributed financially and with their time and energy to make it a reality.

Just recently serviced this lightly used Honda EU and I was taken by how clean the carburetor was. Air Cleaner also looked brand new. I used it very little on our RV and stored in garage 5 years ago when we moved to Seaside , ending our RV lifestyle.
Some Features EU model provides:
Auto Start. Clean steady power for things like computers to run on. Eco Mode when quiet-low power is desired. Automatic carbon dioxide shutoff, extra RV power cord, can be coupled with another generator.
Put in a new battery for autostart last week, and followed manufacturers protocol: Drained and flushed fuel tank, flushed and replaced O-ring in carb sediment cup, and changed oil and fresh fuel with gas extender.

How Much Did Our City Hall Cost?

Now that the City Hall facility has been completed, it appears that the actual total project cost will be obscured with descriptions by City officials intent on avoiding telling us what it actually cost us. For example, the City Manager recently described completion of the project in terms of “construction costs” that came in under $800 per square foot. This description provides a narrow picture of the cost for building the facility by omitting project costs not paid directly by the General Contractor.

If City officials want to highlight their fiscal wisdom in how they delivered this project by framing it in terms of its “construction costs” we should remind them that the failed 2019 City Hall Bond measure would have resulted in a facility with “construction costs” under $550 per square foot. What exactly should we be thankful for with this announcement?

For a public facility, the project cost encompasses all expenses associated with planning, designing, constructing, and equipping the facility, as well as any associated costs like land acquisition, demolition costs, financing, and staff administrative overhead. It’s the total sum needed to bring the project to completion and make it operational. The City Hall project cost did not start with the groundbreaking ceremony in April 2024 but rather began with the purchase of the Underhill property and ended with a ribbon cutting.

Citizens are not interested in the bureaucratic parsing of select project cost categories that provide an incomplete picture of what we just purchased. We want to know what the total project cost is including the as of yet unknown debt costs for a project that was built and financed without a vote and substantially paid for with borrowed money.

Pay attention to how City officials present and approve the project close out report, particularly the debt servicing agreement with the State to pay for the loan for this project out of the General Fund. Our General Fund already has an unhealthy reliance on short term rental revenue and this Council yet again through this decision has ensured that we have mortgaged our community livability by further increasing the number of short term rentals for the next 20 years to pay off this new debt obligation.

Successful fleecing requires clever messaging to distort or present select information in order to avoid disclosing those facts that our City officials would prefer not to make known. The City plans to provide an accounting of the City Hall project cost at their September Council meeting. We deserve a full and accurate accounting of the actual cost, not partial project cost soundbites.

Set in a courtroom in New York’s Bellevue Hospital, the story follows a high-priced call girl incarcerated on a charge for killing a violent “john”. The State, represented by a court appointed psychiatrist and an aggressive prosecutor, say Claudia Faith Draper is unfit to stand trial. As testimony from experts, physicians and her parents unfolds, with her psyche and childhood dissected, she proves to the judge that she isn’t “nuts” and stands legally sane at trial for manslaughter.

Nuts is a 1979 play by Tom Topor. The play is a courtroom drama, suspense, and psychological drama which explores issues of sexual abuse, family and social power dynamics, and aspects of the criminal court system. The play was adapted for the 1987 film of the same title, directed by Martin Ritt and starring Barbra Streisand and Richard Dreyfuss.

This play deals with a mature subject matter and includes some profanity and offensive language.
