A Message from State Senator Daniel Bonham:
New state water agency appointee to be considered by the state Senate.
Governor Kotek recently announced that Ivan Gall, a 25-year veteran water resources regulator was appointed to lead the Oregon Water Resources Department. This appointment will be considered by the State Senate at the end of the month.
Simply put, Gall is an inexperienced leader who will likely perpetuate the status quo of a paralyzed inefficient agency that routinely misses its own performance measures and fails to meet its core mission of managing our state’s water.
As a representative of a robust farming district and as someone who is very invested in our state’s natural resources – this is a very important appointment that I am tracking. The OWRD makes policy decisions that can affect the state’s natural resource resilience for decades to come.
Status quo has not been working for quite some time. During Mr. Gall’s time with the OWRD, we have observed a series of troubling issues that prove he is not qualified for this job promotion. Issues range from pulling permits from landowners, wasting $550 million in funds, staff caught with alcohol and weed in state vehicles, numerous wells running dry due to resource misallocation and more. From a personnel, policy and programming standpoint, he has proven himself incapable of creating collaborative solutions. Failure should not be met with a raise.
The Oregon Farm Bureau has continuously expressed concerns over this appointment and I share those concerns. Farmers and the agriculture industry are the original environmentalists. They care for the land like their lives depend on it – because their livelihoods do. The ag industry knows the circle of life and how to take care of our natural resources – they are the experts who work in the field – literally – day in and day out.
I also joined the bureau in their opposition by writing a letter to Governor Kotek to reconsider her appointment of this failed bureaucrat and will be calling on our colleagues to reject his appointment.
Our state’s water resource agency needs a leader who understands the complexities of water management, the ability to navigate policy challenges, the vision to change the culture from within the department, and the commitment to enhance the welfare of all Oregonians through our natural resources.

A Community Celebration of the New Nehalem Bay Health Center and Pharmacy
Rick Estrin and The Night Cats Will Entertain at NCRD June 23
With the official groundbreaking coming this summer, the Nehalem Bay Health District is pleased to partner with the board and staff of the Nehalem Bay Health Center and Pharmacy and the North Coast Music Project to celebrate this remarkable community project with a concert that doubles as a fundraiser.
Rick Estrin and his acclaimed band The Night Cats, were described in a recent review as “one of the most talented, eclectic, and colorful groups in their genre. Many consider them the finest blues unit around.”
Estrin’s performance will begin at 3:00 pm Sunday, June 23 in the NCRD Performing Arts Center in Nehalem with a pre-concert reception beginning at 2:00 pm.

VIP tickets featuring premium seating are available for $100, with a portion of the cost tax deductible. General admission tickets at $35.
Estrin and The Night Cats recently released their sixth album – The Hits Keep Coming – and the NCRD appearance is part of the group’s album release tour that includes appearance across the United States and in Europe.
All proceeds from the show will directly benefit the new Nehalem Bay Health Center and Pharmacy, the community’s new primary care facility that is being developed by the Health District and will be operated by the local non-profit that has for years operated the existing clinic in Wheeler.
Health District voters approved a bond issue one year ago to advance the project that will nearly triple the size of the existing clinic, featuring 15 exam and treatment rooms, x-ray capability, a dental suite and a community room outfitted to serve as a teaching kitchen. The date of formal groundbreaking will be announced at the June 23 concert.
Concert goers will also enjoy a sneak peek at various design elements of the new facility and Health District board president Marc C. Johnson promises a surprise announcement or two.
Johnson said proceeds will help defray costs associated with “finishing touches” to the new facility, including equipment and landscaping features.

As an introduction, my name is Tyler. I primarily work as an environmentalist / conservationist along the coast (primarily in Cannon Beach). You might have actually seen me delivering wildlife + geological lectures there. When I am not teaching in the tidepools or working in the forests to aid in managing invasive species, I am teaching music theory / composition and percussive performance! Now that I am a local resident, I want to extend my instruction to the wonderful community along the Coast!
Before I became an environmentalist, I obtained my undergrad(s) in percussive performance, theory, and education. I have been fortunate to teach all over the world, from the temples of Thailand, to public schools around the US (primarily in Texas where the need for drumline instructors are at an all-time high). Geographically, my studies include time spent at Princeton University, Moscow conservatory in Russia, Leipzig, Kraków, and Warsaw.
Lessons are typically offered online (via Teams), though I am conscious of the fact that there are many learning styles. While working with my students, I aim to hone in and identify what style works best for the student. With that in mind, in-person lessons are an option at an additional cost (to cover the time of commute + travel expenses). Regardless of the means of delivering the lesson(s), an individual lesson plan is always provided early on for my students to cater towards their personal established goals.
What would we be learning?
That depends on the goals of the student! I have a classical upbringing, so classical orchestration, music theory, and composition is one of the primary topics of lecture. Should we go this route, students will learn to navigate and utilize a music-notating software to both write and notate their own scores (compositions).
For more contemporary styles of music, I instruct on Ableton, Logic, and FL Studio. If you or your child have an interest in creating music that sounds like their favorite modern artist, this would be the path we would explore.
Lastly, if we have any aspiring drummers (classical or modern), percussion lessons are in order! We will cover the primary rudiments, choosing to learn via reading sheet music, or learning by rote (imitation without reading music). From Drum-kit, to marching snare-drum, to keyboard instruments such as Xylophones and Marimbas (2 or 4 mallet); the possibilities are endless in the percussive universe!
*Student must own their own instrument for percussive instruction.*
Prices are as followed:
Weekly 1-hour lesson (online): $40 / hour
Weekly half-hour lesson (online): $24/ HH
*Please note that I do not currently offer bi-weekly lessons. This is done with the student’s own sake of time and money. As a professional, I have found that this schedule ultimately stunts growth of the student.*
If in-person lessons are preferred, we can privately discuss additional costs (that would depend on distance). In-person lessons are available on weekends from Rockaway – Astoria.
I never want any student filled with potential to be neglected (at any level of education) due to monetary situations. I try to maintain fair rates (in comparison to the national average), factoring in my own several years of higher education and instructional experience. Regardless, there is always a place in my studio for curiously creative minds!
