Last summer, the Oregon Shores Conservation Coalition challenged the Rockaway Beach Planning Commission’s approval of a 28-unit housing development in the Nedonna Beach neighborhood (which is classified as a freshwater forested and shrub wetland by the Oregon Department of Environmental Quality (DEQ). At a public hearing, Oregon Shores and many concerned residents spoke out strongly in opposition; however, the City Council voted unanimously to approve the development. In response, Oregon Shores took the case to the Oregon Land Use Board of Appeals (LUBA). Oregon Shores is receiving legal support from the Crag Law Center.
Nedonna Development, LLC has requested for the Rockaway Beach City Council to proceed with their application for development after LUBA remanded this issue back to the city. The City Council will hold a special public hearing meeting at 5:30 PM on Tuesday, September 9, 2025 at City Hall.
